The Southeast has been restructuring the agricultural sector; in which, it is required to promote modern agriculture, clean agriculture, organic agriculture; focus on developing key national products (coffee, rubber, cashew, pepper, fruit trees, pork, poultry meat and eggs, tra fish, shrimp, wood, etc.) and at the provincial level towards concentrated, large-scale commodity production, linked to agricultural processing industry, in the form of sustainable value chain linkage.

The Southeast region has the largest number of major crops in the country; of which, the cashew area of the region reaches more than 192,000 hectares, accounting for 61% of the country's cashew area; rubber has an area of more than 547,000 hectares, accounting for nearly 60% of the country's rubber area; pepper area is about 38,000 hectares, accounting for 30% of the country's pepper area. The main industrial and fruit tree groups of the region are all top export crops, bringing in billions of USD for Vietnam.

Dong Nai has clearly defined its agricultural development goals, focusing on product quality and competitiveness. The province’s key crops are all on the list of 15 national key agricultural products, which receive special attention from the Ministry of Agriculture and Rural Development. According to the Director of the Department of Agriculture and Rural Development of Dong Nai province - Nguyen Van Thang, the locality is implementing the Project "Improving the competitiveness of agricultural products of Dong Nai province in the context of international economic integration". Accordingly, a group of breakthrough solutions for 7 groups of agricultural products including: Coffee, cashew, pepper, pork, chicken, fruit, and wood products in the process of international integration is identified.

For Tay Ninh, the province reorganizes agricultural production on a large scale, according to market requirements on the basis of applying science and technology, tracing the origin of agricultural products, and organizing domestic and foreign trade in a modern direction. In particular, the province will build a chain of links for each product, from the stage of seeds, techniques, input materials - production - purchasing - preservation - processing to consumption in the province.

Binh Phuoc builds chain models in new agricultural production activities as models for specialized areas, meeting market requirements. For rubber trees, promote linkages in multi-value product chains from rubber latex to wood, finished rubber latex, high value-added crops and livestock under rubber canopy and provide services and deeply processed products such as: Mattresses, pillows, gloves, car tires, motorbike tires, products serving the industry supplying domestic and foreign markets, prioritizing exports. For cashew trees, promote cooperation and production linkage between producers, cooperatives and enterprises associated with the formation and development of cashew processing factories to ensure the raw material area has stable output and high quality, combined with the development of agricultural products and specialties under the cashew canopy. At the same time, promote and develop the brand "Binh Phuoc Cashew Nuts" in the direction of specialties, multi-value, multi-product; reduce competitive pressure of imported cashew nuts, prioritize export and domestic consumption. Regarding pepper plants, develop pepper growing areas according to VietGAP, Rainforest Alliance, organic, biodiversity standards... according to chain linkage, deep processing to meet export needs.

Regarding horizontal linkage, Binh Phuoc develops synchronously, effectively, with quality, encourages and supports farmers to participate in cooperatives and cooperative groups to create raw material areas according to standards, quality, and brands with a large enough scale associated with market demand and signals; strengthens linkages between cooperatives; between enterprises; and linkages between production areas.

Regarding vertical linkage, the locality focuses on building and connecting agricultural enterprises and organizations representing farmers to link along the value chain to promote rapid development, expand the area of crops and livestock produced according to standard, safe, ecologically diverse, environmentally friendly, multi-value and sustainable production processes; attract investment enterprises, link with product consumption and markets; promote linkage and cooperation between cooperatives and enterprises along the value chain.
